The AfDB launches a specialized training course.

Efficiency and transparency in the management of the projects it finances. This is the objective of the specialized training in procurement launched by the African Development Bank (AfDB).This major event brought together teams from the management units of projects benefiting from its support, with the active participation of the Public Procurement Regulatory Authority (ARMP). At the heart of this initiative was the desire to equip participants with the knowledge and skills they need to practice public procurement correctly.

The African Development Bank, in its constant quest for efficiency and transparency in the management of the projects it finances, recently organized a specialized training course on procurement. This major event brought together teams from the management units of projects benefiting from its support, with the active participation of the Public Procurement Regulatory Authority (ARMP). At the heart of this initiative was the desire to equip participants with the knowledge and skills needed to practice public procurement correctly. The training was designed to be comprehensive, covering every stage of the process with a particular focus on practice and in-depth understanding.

Topics covered included:

The Procurement Plan (PPM)

Participants were guided through the crucial phases of preparing, using, reviewing and updating the PPM. The aim of this approach was to ensure that the PPM remains relevant and effective throughout the project lifecycle, and that it meets specific needs and regulatory requirements.

Preparation of the Request for Proposal (RFP)

Particular attention was paid to the thorough preparation of the RFP, including the presentation of the standard dossier, the preparation of shortlists and the establishment of evaluation and qualification criteria.

Case Studies and RFP Processes

Case studies were used to illustrate the theoretical concepts in concrete terms, giving participants a better understanding of the challenges and best practices at each stage of the process.

Evaluation of Technical and Financial Proposals

Participants were familiarized with the methodologies for evaluating technical and financial proposals, highlighting the different approaches depending on the types of services or goods concerned.

Contract management

Finally, particular attention was paid to contract management, underlining the importance of rigorous management to ensure that commitments are met and project objectives achieved. Throughout the course, interactive question-and-answer sessions were encouraged to promote a better understanding and appropriation of the concepts covered. Group exercises were also incorporated to reinforce learning by doing and collaboration.

By soliciting the participation of the Public Procurement Regulatory Authority (ARMP), headed by the Director General, the AfDB has strengthened the partnership aspect of this initiative, demonstrating its commitment to an inclusive and collaborative approach to capacity building in public procurement.
This training marks a significant step in the promotion of transparent, efficient and internationally compliant procurement practices, thereby contributing to a more efficient use of resources in the achievement of development goals.
