The aim and objective of this programme is to strengthen the skills of officials of APPN member countries in public procurement for efficient implementation of public procurement systems and better results.
Choice of themes
The themes selected for this programme are based on the understanding emanating from the Third General Assembly in Abidjan from 13 to 16 November 2023 of the possible areas for improvement in public procurement.
Language
To facilitate communication regarding knowledge sharing sessions and different focus groups, RACOP member countries will be subdivided into these three linguistic groups:
Group I (Eastern and Southern Africa sub-regional networks) – English
East Africa sub-regional public procurement network: Egypt, Eritrea, Ethiopia, Kenya, Libya, Liberia, Nigeria, Uganda, Rwanda, Sierra Leone, Somalia, Sudan, South Sudan and Tanzania.
Southern Africa sub-regional public procurement network: South Africa, Botswana, eSwatini, Ghana, the Gambia, Mauritius, Lesotho, Malawi, Namibia, Seychelles, Zambia and Zimbabwe.
Group II (West, North and Central Africa sub-regional networks) – French
The sub-regional public procurement networks in West and North Africa: Algeria, Benin, Burkina Faso, Comoros, Ivory Coast, Djibouti, Guinea, Mali, Morocco, Mauritania, Niger, Senegal, Chad, Togo, and Tunisia.
Central Africa sub-regional public procurement network 1: Burundi, Cameroon, Congo, Gabon, Equatorial Guinea, Madagascar, Democratic Republic of Congo and Central African Republic.
Group III – Portuguese
Central Africa sub-regional public procurement network 2: Angola, Cape Verde, Guinea-Bissau, Mozambique and São Tomé & Príncipe.
Method of implementation
This program will be carried out virtually in 2024 through regular exchange sessions which will be held differently for the three aforementioned groups and webinars on public procurement in the three languages; it will be open to all participants from RACOP member countries.
Facilitation
Assign knowledgeable facilitators who can guide participants through the program. Facilitators should be able to answer questions, provide explanations and encourage discussion and collaboration among participants.

Experienced international and regional experts will be identified to lead this programme.
Session formats
All knowledge sharing sessions will be held remotely and will be interactive. Participants will be able to actively engage in discussions, ask questions, share experiences and learn from each other. To achieve this objective, the format of the knowledge sharing sessions will be as follows:

Introductory training program on public procurement
In transition to an online public procurement school, APPN will launch this introductory training program on public procurement twice in 2024. The program will be composed of six sessions held online. An announcement about this program will be made on the APPN website. She will invite an expression of interest from participants. A maximum of 50 participants will be admitted during each training program. At the beginning and throughout the test phase which will end in 2024, the program will be free and open to all interested participants who can be either public officials or private citizens of APPN member countries. At the end of the test period, its design and content will be revisited and revised as necessary before its official launch as a APPN revenue-generating program. At the end of each session, participants will receive a certificate of completion of training.
Documentation and dissemination
The knowledge created and acquired during this program will be disseminated on the RACOP website. All presentations and session recording links will be published on the RACOP website so that everyone can access them and share the resources even after the program ends.
Continuous improvement
The program will be reviewed and improved regularly based on participant feedback and the needs at stake to ensure that the program remains current and valuable over time.
