Head of the MAPS (Methodology for Assessing Procurement Systems) Secretariat housed at the OECD in Paris, Mr. Nicolas PENAGOS was the Head of Latin America at the Open Contracting Partnership before joining the MAPS Secretariat. He has been the Keynote Speaker for the session organized on May 27, 2025 at noon GMT by the Technical Secretariat of the African Public Procurement Network (APPN) for its English-speaking countries.

Developing the theme “Taking Stock of the Impact of MAPS in Africa including e-GP Module”, he starts with the uptake of MAPS in Africa which accounts for roughly half of all assessments (planned, ongoing, concluded) with the application of MAPS (MAIN and modules) and the joint effort by international partners (WB, AfDB, IsDB, OECD, bilateral donors). He moves on by mentioning the most recent published assessments in Africa (2024-2025), namely Angola, Benin, Côte d’Ivoire, Cabo Verde, Eswatini, Ethiopia, Madagascar, Mauritius, Namibia, Tanzania and Uganda.

The Technical Secretariat of the African Public Procurement Network (APPN) organizes on May 27, 2025 at noon GMT for the anglophones of the network a session which theme is “Taking Stock of the Impact of MAPS in Africa including e-GP Module”.

And for country case presentations, there is Mr. Phineas Nsundano, Director: Legal Support and Compliance, Department: Procurement Policy Unit at the Ministry of Finance of Namibia who gives an outstanding one.

In his presentation, he sets up the public procurement reform in Namibia by the government of Namibia which includes the conducting of the methodology for assessing procurement systems (MAPS) and an Electronic-Government Procurement(e-GP). Thanks to Procurement Policy Unit (PPU) of the Ministry of Finance, there is a need to conduct an assessment using the methodology for Assessing Procurement system (MAPS) and the introduction of an e-GP system, to review the procurement system and propose mechanisms for systems improvement – targeting effectiveness, efficiency, transparency, and value for money from Government spending – Estimated at 25.37% of GDP in 2021.
