SESSION | Professionalization of Public Procurement : Challenges and Opportunities

The first session of the year by the Technical Secretariat this January 30, 2025 at 1 p.m. GMT for the African Public Procurement Network has been a success.

We got four presentations, one being a keynote speech from Dr. Charles Ndandiko: International Consultant and Trainer. The remaining three were country case presentations and were from seasoned experts, namely Dr. Adebowale A. ADEKOUN, DG of Bureau of Public Procurement (BPP), Ms. Joyeuse UWINGENEYE, DG Rwanda Public Procurement Authority (RPPA) and Mr. Cliff Gondo, Capacity Building Director of Procurement Regulatory Authority of Zimbabwe (PRAZ) respectively from Nigeria, Rwanda and Zimbabwe.

Dr. Charles Ndandiko

Dr. Charles Ndandiko, an International Consultant and Trainer has been the Keynote Speaker of this session organized by the APPN Technical Secretariat this January 30, 2025 at 1 p.m. GMT. His keynote speech was on “Professionalization of Public Procurement- Challenges and Opportunities”.

Taking the definition of the Australian Council of Professions which defines profession as “a disciplined group of individuals who adhere to ethical standards and who hold themselves out as, and are accepted by the public as possessing special knowledge and skills…”, Dr. Charles Ndandiko deepened further and revealed the characteristics that define profession and professionalism before diving into professionalization of public procurement and how it is perceived in Africa.

During the first session of the year 2025 organized by the APPN Technical Secretariat this January 30, 2025 at 1 p.m. GMT Dr. Adebowale A. Adedokun, the Director General of Bureau of Public Procurement (BPP) has been one of the country presenters to develop “Professionalization of Public Procurement- Challenges and Opportunities”.

For Nigeria public procurement is increasingly recognised as a strategic instrument for achieving government policy goals aligned with the 2030 Agenda for Sustainable Development (SDGs) and is inter alia, important for promoting a circular and green economy, stimulating innovation, supporting small and medium-sized enterprises (SMEs), and promoting ethical behaviour and responsible business conduct.

Despite the ranges of initiatives by Nigeria to face challenges in professionalizing public procurement, yet they offer opportunities with sustainability plans.

The Technical Secretariat of the African Public Procurement Network (APPN) has held the first session of the year 2025 of the network this January 30, 2025 at 1 p.m. GMT on “Professionalization of Public Procurement- Challenges and Opportunities” and had Ms. Joyeuse UWINGENEYE, Director General of Rwanda Public Procurement Authority (RPPA) as one of the country case presenters.

She first of all presented the purpose of the presentation and moved on by talking of the background and importance of professionalization in Rwanda before tackling the challenges and opportunities offered by professionalization of public procurement in Rwanda.

The APPN Technical Secretariat has organized the first session of the year 2025 of the network this January 30, 2025 at 1 p.m. GMT to talk about “Professionalization of Public Procurement- Challenges and Opportunities”.

To deal with the topic, Mr. Cliff Gondo, Capacity Building Director of Procurement Regulatory Authority of Zimbabwe (PRAZ), invited to present the case of Zimbabwe, revealed the pillars underpinning public procurement professionalization in Zimbabwe, the legal framework for professionalization of the procurement function in Zimbabwe, showed the key drivers of procurement professionalization before ending up with proposed professionalization regulations.
