The fourth session of the year organized by the Technical Secretariat attracted 150 participants who tuned in to follow the presentation of renowned speakers Ms. Yolanda Saito, International Expert in Carbon Accounting and Sustainable Procurement and Mr. M. Ali Benryane, International Expert in Sustainable Development. This session was also attended by the APPN experts such as Mr. HAJATIANA Endor Cadet, General Coordinator of the Activities of the ARMP of Madagascar and Mr. Al Hassane DIOP, Economist, Coordinator of the Public-Private Partnership and Sustainable Public Procurement Unit – ARCOP Senegal.

Mr. Dr. Ali Benryane is an international expert in sustainable development, specializing in green economy, natural capital management and environmental governance.

The Technical Secretariat of the African Public Procurement Network (APPN) had the great pleasure of organizing the fourth session of the year but for French-speaking speakers on the theme “Sustainable Public Procurement – Generating Environmental and Social Impact through the Use of Innovative Technologies” on May 8, 2025 at 1 p.m. GMT.

The invited speakers for the occasion are Ms. Yolanda Saito, among others, an international expert in carbon accounting and sustainable procurement, with more than 25 years of experience at the intersection of law, sustainability and technology and Mr. Dr. Ali Benryane is an international expert in sustainable development, specializing in green economy, natural capital management and environmental governance. Both gave a presentation worthy of their rank focused on the strategic approach to transform public procurement into a lever for sustainable development.

At the beginning of their presentation, they asked the crucial question of why sustainable public procurement (SPP). The answer is that they are a powerful economic engine and that this economic engine must be directed towards sustainable development.

Senegal was present at the fourth session organized by the Technical Secretariat of the African Public Procurement Network (APPN) for French-speaking speakers on the theme “Sustainable Public Procurement – Generating Environmental and Social Impact through the Use of Innovative Technologies” on May 8, 2025 at 1 p.m. GMT. Senegal’s presence was made possible thanks to Mr. AI Hassan DIOP, Economist, Coordinator of the Public-Private Partnership and Sustainable Public Procurement Unit – ARCOP Senegal.

The outline of his presentation is focused on 3 points: the Senegalese context, the SPP policy in Senegal and innovative technologies at the service of SPP.

Mr. Al Hassane DIOP defines SPP and recalls that it is part of the SDGs and is the 12th to finally inform that the context of SPP is social, economic and environmental. Then, it takes stock of ODA in Senegal according to the three contexts mentioned above. The SPP policy in Senegal is interesting for several reasons, with steps taken and future revealed.

Mr. HAJATIANA Endor Cadet, General Coordinator of the Activities of the PPRA of Madagascar and representative of Ms. Julie RANJAVOLOLONA, the Director General of the PPRA of Madagascar, made a high-quality presentation during the session organized by the Technical Secretariat of the African Public Procurement Network (RACOP) for Francophones on the theme “Sustainable Public Procurement – Generating Environmental and Social Impact through the Use of Innovative Technologies” this May 8, 2025 at 1 p.m. GMT.

As SPP consist of integrating environmental, social and economic criteria into all stages of public procurement with a view to generating sustainable development, his reminder allowed Mr. HAJATIANA Endor Cadet to present the reference standards and key issues, mainly those relating to the reduction of CO₂ emissions and waste, social inclusion, support for local SMEs and solidarity economy, good governance and transparency and finally the simulation of green and innovative sectors.

The impacts of SPP are considerable and Mr. HAJATIANA Endor Cadet took care to mention them before mentioning the strategic context in Madagascar.
