Mr. Alastair Merrill, Managing Director of Merrill Solutions Ltd. was one of the seasoned speakers that the Technical Secretariat of the African Public Procurement Network (APPN) invited to its Fourth General Assembly in Kigali, Rwanda from November 15, 2024 to November 16, 2024. His presentations came in to equip the participants in line with the theme, which is “Enhancing Sustainable Public Procurement for Africa’s Economic Resilience.”

The President of NIK, the supreme audit office of Poland took a great and active part in the African Public Procurement Network’s Fourth General Assembly organized by the Technical Secretariat of the network in Kigali, Rwanda by giving an outstanding presentation on the second day (November 13, 2024) of the FGA. Thanks to that presentation, the audience got to know well the high profile of NIK and whole work done in 2023 and the status of public procurement system in Poland with a detailed approach to public procurement audits.

It was on the second day (November 13th, 2024) of the Fourth General Assembly of the African Public Procurement Network by the Technical Secretariat of the said network in Kigali, Rwanda that Mr. Nicolas Penagos offered a great MAPS e-Procurement Supplementary Module which revealed inter alia the uptake of MAPS in Africa, the elements of the methodology, MAPS E-PROC particularly in Africa and the e-procurement ecosystem. In the same module, one could easily find the scope of the e-procurement module and the four pillars.
Mr. Aftar Touré MOROU
The Technical Secretary of the African Public Procurement Network (APPN), Mr. Aftar Touré MOROU who organized this great mass of public procurement of the said network in Kigali, Rwanda, gave an overall and precise presentation which was in fact the activity and financial reports of the Technical Secretariat that he is the head of. He covered five key points, namely the objective, the purposes, the enablers of the APPN before ending up with the reasons why the network works and the challenges it faces.

It was a joint presentation made by Dr. Joshua A. Atah and Dr. Adebowale A. Adedokun respectively National Coordinator, SPESSE Project and Director Research/Training and Strategic Planning · Bureau of Public Procurement (BPP). The topic of the great presentation during the Fourth General Assembly organized by the Technical Secretariat of the network in Kigali, Rwanda was “STRENGTHENING CAPACITY OF PROCUREMENT POLICY/DECISION MAKERS, PROCUREMENT PROFESSIONALS AND PRACTITIONERS FOR ENHANCING PUBLIC PROCUREMENT PERFORMANCE INCLUDING SUSTAINABLE PROCUREMENT”. Sustainable Procurement, Environmental, and Social Standards Enhancement (SPESSE) Project was a key point of the presentation that exemplifies how a collaborative, cross-departmental effort can result in measurable impact and contribute to broader objectives of country capacity building and strengthening the country systems. Achievements and procurement professional certification framework were other capital points to discover in the entire presentation available here.
Mr. Dennis Kwame Simba
On November 13th, 2024, which was the second day of the Fourth General Assembly of the African Public Procurement Network by the Technical Secretariat of the said network in Kigali, Rwanda Mr. Dennis Kwame Simba, Director General of Tanzania’s Public Procurement Regulatory Authority, developed on NeST Development Status, Success and MAPS. In response to the limitations of TANePS, PPRA developed NeST, an in-house customized e-procurement system with some benefits such as Government Ownership and Control, Tailored Customization, Modern Technology Stack, Agile Development Methodology and Comprehensive Functionality. MAPS in Tanzania is continuously improving from early adoption with consistent assessments to continued commitment.

She revealed SADC vision 2050, the basis for SADC plans, monitoring, evaluation & reporting strategies, policies & guidelines After SADC M&E mandate, she showed how SADC plans and monitors, what SADC results’ chain are and how SADC monitoring, evaluation and reporting framework functions.
