Green Public Procurement: An Overview of Green Reforms in Country Procurement Systems

The “Green Public Procurement: An Overview of Green Reforms in Country Procurement Systems” report launch event will take a look at the global view of Green Public Procurement (GPP). Aiming to build GPP capacity in country procurement systems, this event will focus on the institutional dimensions needed for the whole of government to mainstream GPP practices. Discussion topics will cover a wide range of country cases and present handbooks and tools for practitioners. The event will address the issues practitioners need to consider in designing and implementing GPP reforms. Panelists will discuss country examples, including the Indian Railroads and the Philippines government’s practices.

BIOS

Dr. Olena Maslyukivska is a National Programme Coordinator for EU4Environment programme and an Associate Professor at the Department of Environmental Studies of the National University of “Kyiv-Mohyla Academy” in Kyiv, Ukraine. She was leading the team of experts in developing the Green Public Procurement in Ukraine financed by the World Bank in 2020-2021 and continues this work coordinating GPP related activities implemented in Ukraine by UNEP. Olena has over 20 years of professional experience in research and policy analysis related to environment and sustainability, 14 years of executing consultancy projects commissioned by international organizations, 11 years of management experience in donor funded projects (UNDP, Global Affairs Canada, USAID, DEFRA). She holds a PhD in Economics (Natural resources management and environmental protection) and M.A. in environmental management from the Yale School of the Environment (USA).

Sanjay Kumar has over two decades of governance and leadership experiences in Public Policy, Procurement and Sustainability. His vision, leadership and dedicated effort have been pivotal for the growth of sustainable purchasing movement in the region. He is currently President of the Board of Trustees of Asia-Pacific Roundtable for Sustainable Consumption and Production (APRSCP), Bangkok, Thailand and serves in advisory capacity, on the Strategic Advisory Committee of Sustainable Purchasing Leadership Council (SPLC), Washington, USA. He is also VOICE of SPHS (Sustainable Procurement in Health Sector) nominated by the Interagency Task Team of 10 United Nations agencies. He is M. Tech in Environmental Engineering from the Indian Institute of Technology, Roorkee, India and an MA in Public Policy & Sustainable Development from TERI School of Advanced Studies New Delhi, India.

Enrico Degiorgis works at the European Commission in Brussels, in the Directorate-General for Environment (DG ENV). He works in the unit responsible for Sustainable Production, Products and Consumption. He coordinates the activities related to green public procurement. Before joining the European Commission he worked at Piedmont’s Regional Environmental Protection Agency, in Italy, on the sustainability of products and process and as an energy manager, in particular on energy sustainability of buildings. He is an industrial engineer by education.

Johan Rodenhuis works for the Dutch central government within the procurement category ICT Workspace. Focusing on all sustainability-related aspects, like environment, circular economy, human rights and ethics and combining this with his knowledge on (green) procurement and contract management, he strives to create real impact through GPP. He’s one of the early birds interested in the topic of sustainable procurement of ICT (since 2008), loves to share his experiences and learn from people, governments and organizations worldwide. Sustainability should be the starting point, no longer an option.
