Benin – IMPLEMENTATION OF FREE ROAMING WITH GHANA

The two countries sign a memorandum of understanding

Beninese and Ghanaian roaming charges are set to fall significantly. The regulatory authorities of Benin and Ghana signed a memorandum of understanding to this effect in Cotonou on March 27, 2024. The two parties have agreed that this memorandum of understanding will come into force on July 1, 2024.

As part of the implementation of Regulation C/REG.21.12.17 of December 16, 2017 on roaming on mobile networks within the ECOWAS space, the Regulatory Authorities of Benin and Ghana signed a memorandum of understanding in Cotonou on March 27, 2024, on the implementation of free roaming on the mobile networks of Benin and Ghana.

This protocol marks a considerable step forward in the drive to reduce the cost of mobile electronic communications services borne by Beninese and Ghanaian consumers travelling to one of the two (02) countries signing the agreements.

The signing of this agreement is the fruit of consultations held in Cotonou on March 26 and 27, 2024 between the two Regulatory Authorities (ARCEP BENIN and NCA GHANA) and mobile network operators based in Benin and Ghana, who agreed to make the necessary efforts to remove all obstacles to the implementation of free roaming between the two countries.

The two (02) parties have agreed that this memorandum of understanding will come into force on July 1, 2024. The operationalization of this MoU will result in a significant reduction in roaming charges for Beninese and Ghanaian consumers.

The Regulatory Authorities are committed to continuing their efforts to facilitate mobility through easy access to electronic communications services for consumers roaming within the ECOWAS zone, by signing similar agreements with other countries in the sub-region.
