Côte d’Ivoire/ To the School of the New Code of Public Procurement
Aiming at strengthening the capacities of the heads of the public procurement cells and their assistants, the three-day session organized by the National Public Procurement Regulatory Agency (NPPRA) through its regulation counsel, took place in Grand-Bassam from September 23rd to September 25th, 2020. It was in collaboration with the Office of Public Procurement (OPP) of Côte d’Ivoire.
Expressive, the theme chosen was about the processes of public procurement, its control and regulation as prescribed by the 2019 Public Procurement Code in accordance with “budget-programs”. The main objective was to bring the heads of public procurement cells in the public administrations as well as their collaborators to get to know well the provisions of the public procurement code and the budget-programs.
Explaining the importance of such training, Mr. Yacouba Pénagnaba COULIBALY, head of NPPRA, informed that Côte d’Ivoire got in 2018 a new law regulating the regulatory agency and that a year after, it got a code of public procurement containing key innovations as far as public procurement, its control and regulation are concerned. He deemed it necessary to invite the players to possess them through a training session. Regarding the reform “budget-programs”, which has been the new mode of public finances management since last January, he said that they wanted to show to the actors of operating services its implications in the management of public procurement.
